Description: Mitigated Buyout Properties were compiled by the WV GIS Technical Center originally in 2013 and updated in 2019 using digital parcel information where available georeferenced tax map raster images, and location descriptions supplied by FEMA and the WV DHSEM. Updated 2024-03-01: Added 50 properties from the former Town of Reedy, Roane County.Updated 2024-01-08: Attributed source agency from "<Null>" to "Kanawha County" or "Unverified."Updated 2023-12-21: Removed 25 parcels acquired by WVDOT / DOH for road construction in South Charleston (non-HMGP)Updated 2023-10-31 with two properties previously omitted for Greenbrier County. Total records: 1,782Updated 2023-07-27 with properties discovered during Building Level Risk Assessment (BLRA) in McDowell and Kanawha counties. Updated in December 2021 and in June 2022, there are now 1,679 features in this data set.Property acquisition is the most permanent form of hazard mitigation. In a property acquisition project, the community buys private property, acquires title to it, and then clears it. FEMA does not buy houses directly from the property owners. Acquisition or Buyout projects, while 75 percent funded by FEMA, are administered by the State and local communities. By law, that property, which is now public property, must forever remain open space land. Primary support for this project comes from the West Virginia Division of Homeland Security and Emergency Management (DHSEM), the Federal Emergency Management Agency (FEMA) and the National Resources Conservation Service (NRCS).The 2019 Mitigated Buyout Properties were updated through assessing the current quality of the existing data and returning to the 2013 feature class to add any missing properties to the most up-to-date data set. When missing or new Mitigated Buyout Property parcels were added, the feature class fields were updated to match the prior parcel layout. New fields were also created, such as individual links to the WVGISTC online tools (parcels, assessments). The existing fields were then culled to remove clutter and redundancy by creating a Feature Class field template. This template was loaded using the “Load Data” tool in ArcCatalog. The “Feature to Point” tool in ArcPro was used to create a Centroid feature class for the Mitigated Buyout Properties. The two feature classes (polygon, centroid) were then projected into Web Mercator using the “Project” tool in ArcMap. The final result is a polygon and a centroid feature class projected in UTM, and an identical polygon and centroid projected in Web Mercator, for a total of four feature classes containing our Mitigated Buyout Properties.
